Cardell CooperCardell Cooper is the Executive Director and has overall management responsibility for the operation of the organization, to include fiscal, staffing, and operational. He also works very closely with our sister organization, the U.S. Conference of Mayors, to develop joint policy surrounding community development.

Cardell has extensive experience in municipal government and the field of community development. He has served as the County Administrator for Essex County, New Jersey and as the Mayor of East Orange, New Jersey. Nominated by President William Clinton and confirmed by the U.S. Senate in 1998, Cardell served as Assistant Secretary for Community Planning and Development at the U.S. Department of Housing and Urban Development. As Assistant Secretary, he oversaw more than $7 billion in grant and loan programs which included the Community Development Block Grant (CDBG), HOME Investment Partnerships Program, Emergency Shelter Grants and Housing Opportunities for Persons with AIDS. He holds a Masters degree in Public Administration from Rutgers University. Cardell and his wife Sandy are the proud parents of two daughters, Tiffane and Dana.

Vicki WatsonVicki Watson, Legislative Director, has been with the Association since 1998. She manages the legislative work of the association. This includes working with NCDA's subcommittees to develop legislative policy and priorities, meeting regularly with congressional staff, and working with other organizations to ensure full funding for CDBG and HOME. It also includes monitoring and impacting the federal fiscal budget and annual appropriation bills for HUD's programs, monitoring and impacting authorizing legislation affecting HUD's programs, and working with HUD staff on regulatory matters concerning CDBG and HOME.

She is also responsible for applying for federal technical assistance funding and managing the association's CDBG and HOME technical assistance contracts and the CDBG Basics Course. This includes arranging the delivery of training and technical assistance products and managing the financial, accounting, and reporting aspects of the contracts. She also assists in managing and coordinating the agenda and sessions for the Winter and Annual conferences. She is the lead staff contact for all of NCDA's subcommittees, assisting in organizing each subcommittee meeting. She is also responsible for writing and editing the Washington Report.

She holds a Masters degree in Public Administration from George Mason University and resides in Fredericksburg, VA.

Karen MeansKaren Parker, Operations Manager. Karen has been with the Association since 1987. She is mainly responsible for the administrative operations of the Association, which includes monitoring income and expenditures, coordinating both annual and winter conferences, and maintaining the fringe benefits package for all employees. Karen also assists with the preparation of the annual budget and is the primary contact with the Association's auditors. She is also responsible for coordinating the annual membership drive and the National Community Development Week campaign. Karen staffs the Membership Committee.
