USCM/NCDA has been working with Rep. Yvette D. Clarke (D-NY) on the introduction of H.R. 1270 -- The Affordable Housing and Community Development Act of 2009. The bill was introduced in the House on March 3, 2009.

The measure makes four important changes to the program:

1. authorizes $8 billion for CDBG beginning in FY2011;
2. creates an inflation index to further increase CDBG funding annually;
3. establishes $5 million in CDBG annual technical assistance; and
4. allows fair housing activities to be funded out of program delivery costs
